'inconceivable'

it always makes me nervous when i hear allies issuing prophecy on american policy. most such discourse, i'm sure, is public assuagement. but some measure -- and one never knows which or when -- is diplomacy, a message sent by media because the circuitry of bureaucracy, for whetever reason, isn't seen to be entirely effective for the message intended to be sent.

so which is it, then, when britain's foreign secretary calls further american aggression in the middle east 'inconceivable'? especially when, to many rational observers -- and by the words of prominent neocons and occasionally the bush administration itself -- it is entirely conceivable and even a significant probability?
